2009 will be 'critical year' for peacekeeping, with capacity overstretched PDF Print E-mail

With the United Nations peacekeeping architecture under more strain than ever, the head of the world body’s peacekeeping operations today said 2009 would be a “critical year” for the Organization and its Member States to come up with practical ways to make sure ongoing missions were fully supported and to tackle systemic challenges that could encumber or derail future peacekeeping deployments.


After a decade of unprecedented growth, United Nations peacekeeping had essentially become a “victim of its own success”, Alain le Roy, Under-Secretary-General for Peacekeeping Operations told the General Assembly’s Special Committee on Peacekeeping Operations.  With some 112,000 field personnel serving 18 military deployments and numerous peacebuilding and political missions, the world body was struggling with “sheer overstretch”, as a wide gap was opening between supply and demand, both for numbers and types of personnel needed for the critical enabling capabilities, and air assets that allowed United Nations peacekeepers to succeed.

Youth Employment

In East Timor employment opportunities are few and far between. So when Joel Paulini, who is in his early 20s, heard about a labourintensive works program, he registered immediately. Within a week, more than 20 of his friends had also signed up. The main job is fi xing and clearing canals and road-side drains before the wet season begins. It’s necessary to get this done to prevent fl ooding and to reduce breeding sites for mosquitoes, which can carry malaria and dengue fever. The pay is not great but it’s excellent work experience and much better than hanging around all day. This initiative is very good for us young people to earn some money, even if it is little,’ says Joel, adding that many who used to be involved in gang fighting are now changing their habits.

Report of the Secretary-General on the United Nations Integrated Mission in Timor-Leste (for the per PDF Print E-mail

I. Introduction

1. The present report is submitted pursuant to Security Council resolution 1802 (2008), by which the Council extended the mandate of the United Nations Integrated Mission in Timor-Leste (UNMIT) until 26 February 2009. It covers major developments in Timor-Leste and the implementation of the Mission’s mandate since my report of 29 July 2008 (S/2008/501).

2. As at 20 January 2009, UNMIT consisted of a civilian component comprising 340 international staff (122 women), 874 national staff (158 women), 1,510 police officers (74 women) and 31 military liaison and staff officers (2 women). The United Nations country team consisted of 254 international staff (111 women) and 508 national staff (133 women). My Special Representative, Atul Khare, continued to lead the Mission and to coordinate with United Nations system actors and other stakeholders. He was assisted by the Deputy Special Representative for Governance Support, Development and Humanitarian Coordination, Finn Reske-Nielsen, who also acts as officer-in-charge in the absence of my Special Representative, and by the Deputy Special Representative for Security Sector Support and Rule of Law, Takahisa Kawakami, who took up his functions on 2 November. UNMIT has continued its integrated “one United Nations system” approach and made significant progress in achieving integration across all relevant areas of the mandate. The joint efforts of UNMIT and the United Nations country team have been instrumental in providing coordinated policy, political, technical and financial support to help Timor-Leste accomplish its goals.

The country's dysfunctional police force, divided political leadership and weak economy has left it vulnerable to rapid political collapse said the report by the UN's Department of Peacekeeping Operations.

East Timor: Hydroelectric plant opened to supply electricity to Baucau PDF Print E-mail

Dili, East Timor, 19 Nov - Gariuai, the first hydroelectric power plant in East Timor was opened last week in order to provide electricity to the city of Baucau.

The mini hydroelectric plant was a gift from Norway and it was built under guidance of the Norwegian Directorate for Hydro and Energy Resources, which has supported East Timor in managing its hydro and energy resources since 2003.
