Youth Programs Coordinator - AileuPlan Timor-Leste


In support of its current growth, Plan Timor-Leste wishes to recruit a Youth Programs Coordinator for Aileu.Plan is an international NGO that works in over 45 countries to achieve lasting improvements in the quality of life of children, young people and families. It has been working in Timor-Leste since 2001.

The Youth Programs Coordinator will be based at the Plan District Office in Aileu with some travel within Timor-Leste.

  • Reporting to the District Coordinator, the Youth Programs Coordinator will be responsible for:

  • - Planning, developing and managing the implementation of both the Youth Livelihoods and Youth Participation projects in Aileu district
    - Monitoring all project activities and providing regular reports on the outcomes in co-operation with other staff, developing quality and detailed proposals and project budgets related to Youth Livelihoods and Youth Participation.
    - Ensuring that both programs are well integrated as well as complement other program areas in terms of implementation as well as proposals.
    - Providing advice to Plan Timor-Leste on development program needs and strategies on Youth programming.
    - Developing relationships with program partners, government at all levels and local communities to ensure program objectives are met
    - Representing Plan in forums of communication and discussions with decision makers, organizations and communities
    - Directly supervising a range of field staff to implement planned activities.

  • The successful applicant will be required to live in Aileu with some travel within Timor-Leste, including regular travel to Dili.  Some out of hours work will be required from time to time.
  • The successful candidate will have:
    - A Diploma or University degree
    - Minimum 5 years experience in community development and/ or international development
    - Minimum 3 years experience in management and supervision work
    - Experience with community mobilization and organization
    - Experience in planning and implementing projects (project management skills)
    - Youth work experience, including facilitation skills and knowledge of youth issues in Aileu
    - Understanding of livelihoods programming
    - Good level of English (or willingness to learn) and Computer skills
